कौन जीतेगा खतौली का रण? भाजपा और सपा-रालोद के बीच कड़ा मुकाबला

पश्चिमी उत्तर प्रदेश के खतौली विधानसभा उपचुनाव में भाजपा और सपा-रालोद गठबंधन के बीच कांटे की टक्कर देखने को मिल रही है तथा 2024 के आम चुनाव से पहले इसे एक मनोवैज्ञानिक युद्ध बताया जा रहा है। उल्लेखनीय है कि खतौली कस्बा 2013 के मुजफ्फरनगर दंगों का केंद्र रहा था। भारतीय जनता पार्टी (भाजपा) अपनी इस सीट को बरकरार रखने की कोशिश कर रही है, जबकि समाजवादी पार्टी-राष्ट्रीय लोकदल (सपा-रालोद) गठबंधन सत्तारूढ़ दल को कड़ी चुनौती दे रहा है। यह विधानसभा क्षेत्र मुजफ्फरनगर शहर से 25 किमी दक्षिण में स्थित है।

इस उपचुनाव से कांग्रेस और बहुजन समाज पार्टी (बसपा) के दूर रहने के कारण भाजपा और सपा-रालोद के बीच सीधी टक्कर देखने को मिल रही है। मतदान पांच दिसंबर को है। जिला अदालत ने 2013 के दंगों के एक मामले में भाजपा विधायक विक्रम सिंह सैनी को दोषी करार दिया था और दो साल कैद की सजा सुनाई थी, जिसके चलते यह उपचुनाव कराने की जरूरत पड़ी। चार बार के विधायक एवं रालोद उम्मीदवार मदन भैया ने अपना पिछला चुनाव लगभग 15 साल पहले जीता था। इसके बाद गाजियाबाद के लोनी से 2012, 2017 और 2022 के विधानसभा चुनावों में उन्हें लगातार तीन बार हार का सामना करना पड़ा। आजाद समाज पार्टी के प्रमुख चंद्रशेखर आज़ाद ने सपा-रालोद गठबंधन के उम्मीदवार के लिए अपना समर्थन दिया है और सक्रिय रूप से उनके लिए प्रचार कर रहे हैं।

राजनीतिक दलों के सूत्रों के अनुसार, खतौली में 3.16 लाख मतदाता हैं, जिनमें लगभग 50,000 अनुसूचित जाति से हैं और 80,000 मुस्लिम हैं। सूत्रों के अनुसार, अन्य पिछड़ा वर्ग (ओबीसी) से 1.5 लाख से अधिक मतदाता हैं, जिनमें सैनी समुदाय के 35,000 मतदाता के अलावा प्रजापति, गुर्जर, जाट, कश्यप भी शामिल हैं। खतौली में एक कॉलेज के प्राध्यापक एवं उपचुनाव पर नजर रख रहे सतपाल सिंह ने कहा, भाजपा और गठबंधन, दोनों इन मतदाताओं को अपने पक्ष में करने की कोशिश कर रहे हैं। आजाद ने कुछ दिन पहले एक रैली में रालोद प्रमुख जयंत चौधरी के साथ मंच साझा किया था। आजाद गठबंधन के उम्मीदवार के समर्थन में दलित बस्तियों में भी घर-घर जाकर चुनाव प्रचार कर रहे हैं तथा मतदान के दिन तक खतौली में रहने का वादा किया है।

वहीं, भाजपा ने उप्र के समाज कल्याण मंत्री असीम अरुण समेत वरिष्ठ नेताओं का एक दल वहां भेजा है। पुलिसकर्मी से राजनेता बने असीम अरूण को दलित और पिछड़े समुदायों के लोगों से मुलाकात करते और उनके उत्थान के लिए राज्य सरकार द्वारा किए गए कार्यों के बारे में जानकारी देते हुए देखा जा सकता है। भाजपा नेता विकास के साथ-साथ 2013 के सांप्रदायिक दंगों को भी उपचुनाव में मुद्दा बना रहे हैं। दंगों में 62 लोग मारे गए थे और लगभग 40,000 विस्थापित हुए थे। मुख्यमंत्री योगी आदित्यनाथ ने दो दिन पहले एक चुनावी रैली में दावा किया था कि नफरती भाषण मामले में सैनी ने विधानसभा की अपनी सदस्यता किसी पारिवारिक विवाद के कारण नहीं, बल्कि मुजफ्फरनगर की गरिमा के लिए गंवाई है। मुख्यमंत्री ने कहा था, यह राजनीति से प्रेरित और मनगढ़ंत मामला था।

रालोद अध्यक्ष जयंत चौधरी पार्टी प्रत्याशी के पक्ष में जोरदार प्रचार कर रहे हैं। इस बीच, भाजपा को एक बड़ी राहत उस वक्त मिली, जब निर्दलीय उम्मीदवार सुदेश देवी के पति ने आदित्यनाथ की एक रैली में भाजपा को समर्थन देने की घोषणा की। हालांकि, उपचुनाव के नतीजे का राज्य में भाजपा सरकार की स्थिरता पर कोई प्रभाव नहीं पड़ेगा, जो 403 सदस्यीय विधानसभा में बहुमत में है। वहीं, उपचुनाव में जीतने वाले दल या गठबंधन को अगले संसदीय चुनाव में मनोवैज्ञानिक लाभ मिल सकता है। हालिया विधानसभा चुनाव के बाद से सपा-रालोद गठबंधन पश्चिमी उत्तर प्रदेश में अपना प्रभाव बढ़ाने के लिए प्रयास कर रहा है। राज्य से कुल 80 लोकसभा सीट में लगभग एक चौथाई सीट इस इलाके में है। भाजपा के नये प्रदेश अध्यक्ष भूपेंद्र सिंह चौधरी के लिए भी यह चुनाव काफी मायने रखता है क्योंकि वह पश्चिमी क्षेत्र से आते हैं।
