उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने शनिवार को नये शैक्षिक सत्र की शुरुआत के मौके पर कहा कि एक भी बच्चा स्कूल जाने से वंचित न रहने पाए और न ही कोई बच्चा किसी भी संचारी रोग की चपेट में आए। मुख्यमंत्री ने शनिवार को यहां स्कूल चलो अभियान-2023 तथा संचारी रोग नियंत्रण अभियान की शुरुआत करने के बाद अपने संबोधन में यह बात कही। योगी ने कहा, यह जिम्मेदारी हम सबकी है: बच्चों को स्कूल लाना है, उसके अभिभावक को तैयार करना है जिससे हम प्रदेश के अंदर साक्षरता को शत प्रतिशत कर सकें। शत-प्रतिशत साक्षरता प्रदेश के लिए एक बड़ी पूंजी होगी। आने वाले समय में इस अभियान को आगे बढ़ाने की आवश्यकता है।
संचारी रोग नियंत्रण कार्यक्रम और स्कूल चलो अभियान की एक साथ शुरुआत को लेकर मुख्यमंत्री ने कहा कि संचारी रोगों की चपेट में ज्यादातर बच्चे आते थे, इसलिए स्कूल चलो अभियान और संचारी रोग नियंत्रण का यह कार्यक्रम एक साथ आयोजित किया गया है। मुख्यमंत्री ने शिक्षकों को उनके दायित्व का बोध कराते हुए कहा, स्कूल चलो अभियान की शुरुआत के साथ ही हमारा दायित्व बनता है कि हर शिक्षक, हर प्रधानाध्यापक जिस वार्ड या ग्राम पंचायत में स्कूल है वे, वहां के सभी गणमान्य लोगों का सहयोग भी ले। वे अभिभावकों के साथ बैठक करें। अच्छा होगा कि घर-घर जाकर एक-एक घर की स्क्रीनिंग करें। यहां जारी एक आधिकारिक बयान के अनुसार इस अवसर पर मुख्यमंत्री ने कक्षा एक से आठ तक के बच्चों को मुफ्त पाठ्य पुस्तकें दीं और निपुण मूल्यांकन में उत्तीर्ण छात्रों को रिपोर्ट कार्ड भी प्रदान किया।उन्होंने ‘स्कूल रेडीनेस और शिक्षक संदर्शिका’ का भी विमोचन किया। इसके अलावा उन्होंने मिशन शक्ति के अंतर्गत रानी लक्ष्मीबाई आत्मरक्षा प्रशिक्षण कार्यक्रम का भी शुभारंभ किया।
नए शैक्षणिक सत्र की शुरुआत के अवसर पर योगी ने कहा, प्राचीन काल से ही उत्तर प्रदेश शिक्षा और स्वास्थ्य का केंद्र बिंदु रहा है। लेकिन समय के अनुरूप खुद को तैयार न करने के कारण एक समय उत्तर प्रदेश की पहचान अराजकता, गुंडागर्दी, दंगे, भ्रष्टाचार और अव्यवस्था के लिए होने लगी थी। उन्होंने कहा, पिछले छह वर्षों के अंदर उत्तर प्रदेश सरकार ने जो कदम उठाए आज उसके परिणाम हर क्षेत्र में देखने को मिल रहे हैं। ‘स्कूल चलो’ अभियान का शुभारंभ हमने पहली जुलाई 2017 में कुकरैल में किया था। यह कार्यक्रम पूरी तरह सफल रहा। मुझे प्रसन्नता है कि बच्चों के नामांकन की जो संख्या जुलाई 2017 में एक करोड़ 34 लाख थी, वह आज बढ़कर 1.92 करोड़ पहुंच गई है।
मुख्यमंत्री ने शिक्षा के क्षेत्र में हो रहे बदलावों का जिक्र करते हुए कहा कि ‘ऑपरेशन कायाकल्प’ के अंतर्गत जनप्रतिनिधिगण, शिक्षा विभाग के अधिकारीगण, प्रशासनिक अधिकारियों, पुलिस अधिकारियों और पूर्व छात्रों ने मिलकर एक-एक विद्यालय को गोद लिया। उन्होंने कहा,” कुल 1.56 लाख विद्यालयों में 1.36 लाख विद्यालयों को ‘ऑपरेशन कायाकल्प’ में हम बुनियादी सुविधाओं के साथ-साथ स्मार्ट क्लास और अन्य सुविधाओं से आच्छादित कर चुके हैं। शेष 20 हजार विद्यालय बचे हैं जिन्हें इस सत्र में इन कार्यक्रमों से जोड़ने का काम हो रहा है। संचारी रोगों पर उन्होंने कहा कि आज से ठीक पांच वर्ष पहले एक अप्रैल 2018 को संचारी रोग नियंत्रण का शुभारंभ किया किया गया और इन कार्यक्रमों को जन-जन तक पहुंचाने के लिए प्रदेश के विभागों के साथ भारत सरकार और यूनिसेफ, डब्ल्यूएचओ जैसी संस्थाओं का योगदान रहा। उन्होंने कहा कि आज संचारी रोग नियंत्रण के लिए उत्तर प्रदेश का यह मॉडल पूरे देश के सामने एक अच्छे परिणाम के रूप में सामने आया है। योगी ने यह भी कहा, दो वर्ष में हमें हर मरीज को टीबी से मुक्त करना है, इसके लिए बड़े कार्यक्रम चल रहे हैं। हो सके तो हर शिक्षक ग्राम समाज में एक टीबी मरीज की जिम्मेदारी ले, सरकार उन्हें सहायता देगी।
